Can anyone tell me how to do a white border around photos in PSE3. I saw a tutorial or a tip for it somewhere but now I cant find it.

Well, there are a couple of ways to achieve this... you could use your stroke option and increase the stroke to about 8 or 10 (or thicker if you like) OR something that I'll do quite often is this:
Make a new layer
Control + Click on the photo layer
Fill the selection with white (on the new layer)
And transform it to about 103%
OR
Control + Click the photo layer
Increase the selection about 3-5 pixels and then fill it....

Thanks Marsha. I usually do the second option, but I knew there was a quicker way to do it. I will try the others.

I usually do the stroke option! Just make sure you select Inside otherwise you won't have sharp crisp corners.

I'm not sure about elements but I do know that in PS you can also use canvas size under image and enter negaive numbers into the fields to get a border........doing it this way allows you getter control of the size of the picture. By typing in -.5 you know you are only bringing in the photo centered by 1/2 inch and it doesn't change the outer edge or image size. When doing this just make sure the under layer is white.
